I was experimenting on my word processor, and I went on font 'Gill Sans Ultra Bold', and the top of the '2' looked exactly like the '2', but the bottom was too thin. Anyone know which type of Gill Sans it is, or was it edited in a graphical program?

I don't think the '2' was taken from a particular font; it was likely custom-designed, made for use with various materials and elements (it had a lot of stuff thrown at it in the 90's, alas those idents are no more
).
Gill Sans ultra-bold is a bit too curvy at the top 'lip' of the 2.
There should be a custom font somewhere online that includes those 1991 BBC numerals; as many fonts have been made to mimick certain well known lettering and titles. Some TV sites may offer fonts so it's worth a look around.
