Would these be the new graphics or is that an older set?

Yeah thats the new set. The colours in the background swirl much faster and they added that gold bar at the top. Plus they reaarrange and delete some of the info on the bar.
Yes that set is always impressive and really unique.

Headline News Tweaks: Graphics, 'Need To Know' Headlines
A CNN Headline News viewer notes that the channel has been "tweaked" a bit. The lower-thirds are colored a bit differently, and the over-the-shoulder graphics are updated as well, he says. "The open is different and they are emphasizing the 'need to know headlines.

The Insider hears that controversial local-news alumnus Joel Cheatwood is diving right into his new assignment to develop new programming for CNN Headline News prime time. He's looking for a diverse quartet of on-air types who have opinions to anchor a prime-time Headline show that would originate live from New York, where Mr. Cheatwood lives, instead of Atlanta. Stay tuned.

Also, keep an eye on Headline's graphics. Should less Headline-y programs develop in prime time, the assemblage of data originally predicated on serving multitasking "time warriors" is expected to shrink more radically and perhaps even disappear altogether. The Insider, who struggles just to single-task, pauses to wipe an almost tear from the corner of her eye at this prospect.
