It's almost certain that it won't be in London. Just not the BBC's style. Hence Brighton, Harrogate and Birmingham have all been used in the past.

Yes - though the scale has changed again since then.
Sweden and Denmark rebooted the contest in 2000/2001 - massively enlarging the scale and size of the venue and event, particularly after the relatively small-scale contest in Jerusalem (where there was no space for an orchestra - and it hasn't returned since).
Then the semifinals arrived significantly increasing the duration of the event (rehearsals and transmission)
However more recently the EBU have pushed back on this, with Sweden last year tasked with reducing the scale (and doing their best to reduce the duration by streamlining rehearsals) and NOT going for a venue as big as they did in 2000 (or even as big as the venue for their national final).
This push to have a smaller - more TV-focused - event has actually opened up the possibility of hosting in smaller venues again.

While the scale may be reducing again (thank goodness), the style hasn't. I can't see the BBC (or any companies) looking at exhibition halls for what has become an arena show. If certain iconic venues were available in London, I can very much see the BBC using them, regardless of their past choices.
