Indeed regional news was part and parcel of all applications for the new breakfast franchise in 1980. I do remember the BBC really excelling in this, providing proper regional opt outs every half hour for three minutes each or so (except for viewers in London and the South East who had Frank Bough or Selina Scott providing their regional news).
Did any of the breakfast franchise applications in 1980 include any regional news plans.
TVAM had regional studios and reports but all output was broadcast nationwide. In fact in the mid 80’s in response to the IBA being disappointed in their news output TVAM had at least one full reporter and camera crew based roughly in every ITV regional area although were nothing to do with the local ITV company. TVAM also has regional studios in a few cities for down the line reports and interviews.
